Housing is the basis

The Housing is the Basis project, reg. no. CZ.03.2.60/0.0/0.0/16_064/0006446, was financed from the European Social Fund, Operational Program Employment.


The main goal was to accommodate individuals who lived in shelters, hostels, and other unfavorable housing conditions into available apartments on the open real estate market and help them maintain these apartments.

The idea was based on the premise that when a person has a place to live, they subsequently have greater competencies and motivation to address other unfavorable life situations, such as debt resolution, labor market participation, etc.

Who was the project intended for?

  • national minorities,
  • homeless individuals,
  • individuals living in inadequate or insecure housing.


What the project offered:

  • creation of an individual housing plan - mapping housing needs and ideas - household size, preferred location, financial conditions, specific requirements (e.g., accessibility); aligning expectations - distinguishing between realistic and unrealistic aspects,
  • conducting financial analysis of household income and expenses with the beneficiary, setting up a household budget, identifying any debts and recommending solutions, setting up repayment schedules, encouraging saving for future housing deposit, motivating beneficiary to seek employment for increased income, ensuring proper support for the beneficiary,
  • building additional living competencies - assistance with communication, support for non-conflict behavior, maintaining cleanliness, motivating client proactivity,
  • searching for housing in the open real estate market - with the help of a real estate specialist, tailored property searches, apartment viewings, preparing applications for municipal or social housing; in cases of acute housing crisis, assistance in finding temporary housing,
  • lease agreement review, assistance with moving, furnishing the apartment, meeting neighbors, understanding lease regulations,
  • assistance post-relocation - payment monitoring, consumption control, setting ideal utility payment amounts, communication support with the landlord, conflict resolution, arrears management,
  • help in maintaining new housing - supporting the beneficiary in living competencies and other life areas, building neighborly relationships, integrating into the new community.

  • providing the project to beneficiaries for FREE,
  • support for independent resolution of their needs,
  • discreet and individual approach,
  • respecting the user's free will.


The project was implemented in the Moravian-Silesian and Olomouc regions from September 1, 2017, to August 31, 2020.
