Strengthening the expertise and methodological support of housing counseling workers

The project was implemented from January to December 2024, funded by the state budget through the Ministry of Regional Development of the Czech Republic, reg. no. Z170602000021.

The aim of the project was to enhance the professional qualifications of 20 employees of Romodrom o.p.s. through five full-day thematic training sessions, in order to strengthen the quality of counseling provided to individuals living in socially excluded environments. The purpose of this counseling was to transition individuals living in socially excluded environments to standard housing arrangements in regular settings.

As part of increasing their expertise, employees underwent training in various thematic areas, including:


  1. New Civil Code focusing on lease and sublease relationships, rights and obligations of tenants/landlords, legal reasons for terminating a lease including termination reasons and deadlines.
  2. Housing Guarantees - financial and non-financial guarantees towards apartment owners, working with guarantee and crisis funds, resolving rental debts, preventing violations of lease agreements by tenants and landlords. Housing Assistance - defining assistance, the most common needs of clients after relocation, the housing process, ensuring necessary formalities after relocation - registering permanent residence, registering with energy providers, registering for municipal waste disposal, etc. Housing Support Act - in the current version of its wording, what to prepare for and how to prepare clients and collaborating partners. Changes in the provision of expert advice due to the introduction of the law, cooperation with contact points (KMB).
  3. Prevention of Housing Loss - mapping of vulnerable households, identification of factors threatening housing, budget management, dealing with rental and energy debts

The courses were conducted using either external or internal lecturers (especially in areas of specific organizational know-how gained from previous experience with the successful transition of individuals living in socially excluded environments to standard housing, including seamless fulfillment of contractual relationships and neighborly coexistence).
